Jedi: Advanced
The Jedi is available for council for all nations of the Novus Ordo Seclorum. However, one does not get involved in personal problems between national leaders or enter dangerous and volatile situations wantonly.
One must assess the situation without favoring either side, keeping the ideals of the Republic in mind. If a nation is building up a military or renegades building an army, one can inquire about the ideals or principles of which they are defending while staying neutral. Liberty and Justice transcend any nation's history and they likely could use good council as well. If they choose to disconnect from such council, then a Jedi must simply wait until the Spirit forces resolution of the situation.
In this way, the Jedi are like Judges of the Court, detached to the parties concerned, but a Judge is not authorized to go out and put themselves in potential danger in a volatile situation. Hence, the Jedi are the special force which solves this, yet they do not get paid from the State apart from a small stipend. This is their compensation for the liberty to exercise harmful or lethal acts on behalf of the State. If the public approves, they fund more for the Jedi through the public donation boxes and if they don't, they'll hear about it from there and elsewhere.
If they make a foul move, forces could act against the Jedi and wipe them out, but the Jedi have two things in their favor: divine connection of the Force and commitment to the highest principles. They also have the public favor. What fails from this is a matter of how apprentices are trained.
Most individuals are festooned with far lower ideals and worries than the Order of Jedi. this is why they are necessary, at least for this cycle, whic is to say, until the Force points out that individuals are enlightened enough not to need them.
It is said that Luke Skywalker tried to train Jedi, but it went horribly wrong and created a whole new cycle of dark vs light. So what went wrong? Jedi do not appear, nor apprentices, by volunteering. They must be pointed out by the Force itself. In rare cases, a child volunteer could be a potential apprentice or even a pure-willed adult, but most adults are not pure enough to know whether they should be a Jedi. They have their own motivations that are deeply personal, and most Jedi won't want to untangle their personal motivations to create the purity necessary for them to be trusted with lethal force. Without this purity, they will inevitably hurt themselves or hurt others and the guilt will be on the Jedi who trained them: you. Trust the Force, the Spirit to bring potential candidates to your attention and look for an omen or other sign, if needed, to make it clear, that this person is chosen. Then, you can commit.
Transactions. The Jedi stay anonymous to the system-at-large, at least until there is a leader in which they trust and/or believe. They should not give personal information to anyone before then. Such information endangers the independence of the Jedi and could tie them down into the political battles of which they are commissioned to stay independent.
If a Jedi is asked how they do things that are concealed by the Order (How did you do that?), the Master simply can simply remind them that they are Jedi, and that it is sometimes best not to reveal things for the protection of the whole.
