Well, there's several ways. The best way is to log into the ModDamage IRC (here, or channel #ModDamage at irc.esper.net). If you don't have an IRC client, never fear! You can always download one, or use an online client like Mibbit if you can't/don't want to install anything.

While the above is the most recommended option, you can always post in the BukkitDev project or the Bukkit thread.
