Motivation
when I execute RuboCop within whole projects, I see a lot of unresolved references from RuboCop, and it is confusing for me to figure out where are my change files.
To fix this, I updated RuboCop to the latest version and its related gems and then generated a todo file.
So we can step by step fix cops from a todo file and then completely remove a todo file from the repo.
