Why is it not possible to update in the spec?

I have read spec.
In this spec format section, it contains ; as follows.

identifiers := identifier / “multi:” 1*(identifier “;”)

but my understanding did syntax dosen't support ;.
(Sorry if I am wrong. If so, I withdraw my Request changes)
Could you check it?
