Use free_datastructure from lib & replace WaitGroup with RWMutex

The first release of the label server is capable of

• using the runtime_datastructure to read labelfiles produced by the label pipeline
• publish a webservice for each label file under configurable endpoints
• publish a webservice that lists all the configured endpoints + endpoints that are configured in renderd
