🎨 Convert images to 15/16-bit RGB color with dithering

Color quantization is the process of reducing number of colors used in an image while trying to maintain the visual appearance of the original image.

It is an attempt to approximate full color image with limited color ellipses.

Reduces the size of images for the web.

Windows form that allows reduction of number of colors on the picture. Main purpose is to make image look more like a painting using colors of existing paints listed in the csv file.
