This PR prepares the next implementation steps for sharding support in kube-apiserver.
It upgrades at least one version so that the version where I perform the implementation doesn't immediately run out of support (and things are easier to rebase onto newer versions) 😄
Also, fixes a blocker for rolling node upgrades.
