BREAKING CHANGES:
* dropped support for defining deps using the old way (- example.jar)
* JARs in {project_root}/deps dir are now no longer added to the compile
classpath automatically
* to add runtime + compile-time deps: `- implement: 'foo.bar:bar:0.1'` or
`- implement: 'bar-0.1.jar'` for local dep
* to add compile-time deps: `- compile_only: 'foo.bazz:bazz:1.0'`
