  1. refactor(core): optimize processing for I/O tasks 

    - Refactored `CSSBuilder` and `Parser` to process files sequentially, removing unnecessary parallelism (removed `rayon` dependency)

Testing with recent performance optimizations (10 projects, 10,000 files each) showed no notable benefits from parallelism for I/O operations. Current optimizations sufficiently address performance without additional parallel processing.
Further research will continue to explore when parallelism may be necessary for CPU-intensive tasks.
