Enhancements for Redmine views.

Adds view_project_members permission: Users without this permission will not see members box in project overview page
Adds issue_assign_users: Users without this permission will only be able to assign groups to issues

This plugin is compatible with Redmine 4.x. If you want to use it with Redmine 3.x please use redmine3 branch.
