Specify no more than 2 WG co-chairs can vote in the Executive Committee. Remove descriptions of cyberinfrastructure and early career scholars in charter to go along with proposal to redefine them as Working Groups.

- Specify each WG only gets one vote in the Executive Committee to
  prevent dilution of votes from the Members Council. WG should
  internally find consensus or abstain from votes where they cannot find
  consensus
- Formally define cyberinfrastructure and Early Career Scholars as
  Working Groups.

I've updated this PR with the changes discussed in our recent Executive Committee meeting this morning. Each WG still only gets one vote to prevent dilution of voting power from the Members Council, (5+3 = 8 total votes) and some preliminary language to address the possibility of conflicts within WG on voting matters that should be unlikely but if they do end up unresolvable would turn into an abstention

Edits have been checked locally and appear sound as of the time of publishing.

Updated language across the site to reflect the results of the recent
charter changes that were approved by vote at the recent May 15-16 2024
OMF Members Council meeting at Wageningen University in the Netherlands.

- One vote per Working Group, and Early Career Scholars and Cyberinfrastructure groups are now full WG's
- Removed or moved associated sections as needed to reflect these changes, and keep language consistent across the site.
- This update contains all changes associated with the "Revise working group description and voting" Pull Request openmodelingfoundation#457 which can be closed
