    This adds a script that builds, deploys, and initializes the PA / SPM
containers locally for testing.

  2. [tests] reuse container deployment script for integration tests 

    This updates the `run_integration_tests.sh` script to reuse the code in
`deploy_test_k8_pod.sh`. Additionally, this removes the `-c` option that
only deploys containers, as this now the default mode we run in for CI
testing.
