Oversight from one of the initial attempts. Adds additional unit test to cover this scenario.

v1.16.0 - feat(ChanCaster): performant one-off broadcasts via single channel

Adds ChanCaster implementation, inspired by sync.WaitGroup. ChanCaster is a particularly lightweight and fairly low-level building block, suitable for a wide range of use cases. Minimal locking is involved, contention is very reasonable, and the API is simple and straightforward to use.

This change introduces generics into the module, and therefore includes a long-overdue Go version update.
