This is partially duplicates #174 and #177 which are pending approval and merge. If one of those will move forward instead I will close this. Both of the related PRs are missing documentation of the element-level data attribute to disable prefetch on a specific link. The PR that moves forward should capture the data attribute too, I think.
This PR documents both the prefetch meta tag and the element-level data attribute and uses language consistent with the updated language in #175, "prefetch links on hover".
