chore: Upgrades controller-gen version

* Can only go up 1 increment because:
 * v0.7.0 -> v0.14.0 removes the 'preserveUnkownFields' option yet v0.15.0
   restores it. No point in changing our config or risk breaking older CRDs
   by needlessly removing only to restore it later
 * v0.15.0+ cannot yet upgrade as requires golang 1.22
