Persistent Root Certificate

What's New

  1. The tool now ensures that the root certificate (root.key.json and root-cert-template.json) is created only once.
  2. If the root certificate already exists, it will not be regenerated or overwritten, making it easier to maintain trust with providers without needing to re-import the certificate.
