Add new pipelines to execute while dagr is running.

I would like to add pipelines to an existing dagr execution. In essence, the new pipeline should be scheduled alongside the current pipeline(s). This could be accomplished a few ways:

• watch a directory for a configuration file or the like
• via some web-API
