Minor Civilizations

Minor civilizations are like the major civilizations of PLEBS in the sense that they can produce buildings, units, and conduct diplomatic missions.
However, there are a few differences between the two types of civilizations:
- Minor civilizations have a -25% research penalty.
- Minor civilizations cannot found more cities; however, they can conquer cities.
