Nightly Benchmark Summary SVG Workflow

Completed benchmark summary workflow:

• SVG Summary generation from template and benchmark results after benchmark run
• Publish to GCloud for respective category (release, nightly)
• Backup of most recently published SVG Summary
• Embedding Summary SVG in README and supporting markdown
• Added markdown for SVG Summary details (also points to Demo server TBD)
• Wrote Benchmark Demo markdown (1st reviewed by JJ)
• Sizing and layout for different OS and Browsers (reviewed by Don, Ryan, Pete)

Main gist here is the SvgSummary generator along with the template, some changes/additions to the README to show/explain it, and some straightforward changes to the gitgub workflow.
