Correct bind env to solana-events-reader

#Param is optional

#DEBRIDGE_EVENTS_CONSISTENCY_CHECK_TIMEOUT_SECS=
#Sets the 'consistency_check_timeout' field in the configuration (default value is 30)

we have recommendation use 10 in release https://github.com/debridge-finance/debridge-launcher/releases/tag/v2.6.1

Default is 5. 10 is also okay.
