Note from maintainer

I haven't tagged a release in over a year. This one contains a hodgepodge of minor changes
that have accumulated since 1.0.21 and has received minimal testing, therefore I am marking
it as a prerelease. It's also the first release I've annotated on github with an attached
'make dist' tarball.
