Failing in 3.12 because yoyo migrations still has pkg_resources used in their most recent release. They have a fix committed but it looks like they're aiming to do a big 9.0 release rather than another minor release, so unclear how long until they fix. I guess we can just pin a temporary runtime dependency on setuptools and wait for a fix? This also affects biocommons/seqrepo-rest-service#24
