Fix for index problem

Fixing the climate path issue that resulted in
Failure running program. cannot handle a non-unique multi-index!

Re-try optimized version of download

Previous release wasn't resulting in the running of the correct code, fixed that upstream in the jenkins job config.

This release includes any changes (mostly logging messaging) from previous version. Running this version should result in the download script not re-downloading the old data that has already been cached

Includes improvements from weather logics
includes jenkins build fix to address ability to rebuild conda and get miniconda

Final Delivery from Weather Logics

Includes all the code changes delivered by weather logics and the modification to their code that are required to run on windows based servers.

Includes various .jenkins files that are used run the jobs though jenkins
