This PR

fixes the build issue for job build-cpptest-on-cpu by (1) freezing Python version to 3.9 (2) add apt update before installing packages
changes a job name to follow the naming convention
updates some files in the repo to pass the Apache license check

The fixed jobs succeeded under Nektos Act, which is believed to perform the same as online GitHub Actions.

Note that this does not fix the conda job as I do not have permission to execute the publish process.
