LGTM, but we'll either need to drop the lowest supported version specifically for Python 3.7, or get #548 across the finish line to get tests to pass

Nit, could combine these. Initially this was split out by lowest-supported version per Python version (3.11 did not have 0.13.3 available)

Description
Bumps the required version of statsmodels from 0.13.2 to 0.14.0. This was done as part of debugging #480, and should close #492
