This Pull Request enhances the existing GitHub Actions workflow by implementing the following changes as requested in Issue #27:
Developer Certificate of Origin (DCO) Sign-Off:
Each automated commit now includes a DCO sign-off (Signed-off-by) to comply with the contribution requirements, affirming that the updates are made in alignment with the DCO.
Link to scancode-toolkit (SCTK) Commit:
The commit message now includes a link to the latest commit from the scancode-toolkit repository's develop branch. This enhances traceability by linking the specific SCTK commit from which the updates originate.
