Underclocking and selectable boardcast IP

Most of the things added in this release were done by @EnterpriseFreak so most credit goes to them!
I'm really sorry that it took so long but I didn't have a lot of time and honestly just forgot about it again.

• While the homebrew is running, the switch will be underclocked to 50MHz now
• Added a IP selection for people that can't use UDP broadcasting

• Fixed hard coded IP address in the homebrew application. Now uses UPD broadcasting to determent the computer's IP address.
