needs more testing to make sure, appears to work properly in cases i tried
may have to do it yourself also idk git is weird with encoding
side effect: removed blank endspace from file

still havent touched the east yet...
3rd one disabled for now, rome player has enough content... nearly 2k more lines in punicwars file, about ~15? new individual events, all previous events now functioning properly with mostly better loc fixed socii modifier being too strong for individual revolts punic side still needs content.
forgot loc and to remove a modifier
lot more to come but i havent pushed in a while
