Generally speaking if we're only updating devdependancies, it usually doesn't require testing or a version bump as the final output won't include those packages / blobs anyhow.
It also makes it a pain trying to "snipe" the PR when recreating it, so the aim is that in this scenario, we'll allow it to pass in the PR so we can get the changes merged, but we won't allow it to complete in
main
as we don't want to release a new version.
