What does this pull request do?

This change fixes the MinGW opencolorio package build and fixes the installer python zip script to work with python 3.11.

Have you tested your changes (if applicable)? If so, how?

Yes. Built the MinGW packages and installer locally and via GitHub actions.

MinGW updated its yaml-cpp package version and the target name changed.
This change fixes the opencolorio cmake file for yaml-cpp detection.
MinGW upgraded to python 3.11 which has the re module in its own
directory now. This change adds the new re directory to the list
of directories to include in the zip file.
