Custom template for LTW pages

Create a custom template for the submission form and project page that removes both menu bars from the header and uses a smaller version of the Current logo.

@MirandaEcho does this template need to persist on the archive page that shows all of the projects? That archive is basically the same as any page that includes the projects shortcode.

For example:

Archive: http://staging.current.flywheelsites.com/local-that-works/
Shortcode page: http://staging.current.flywheelsites.com/local-projects/
