nceadfo release

This release is explicitly made for v0.0.9 of the nceadfo project. The development of pipedat was first thought off through nceadfo, yet it is not a part of it. The goal will now be to formalize pipedat and to continue to build it to make it better and simpler with the lessons learned through the nceadfo assessment. This release is published for reproducibility purposes for the nceadfo assessment.
