Merging into last stable release

I have been using this tweak since the 7.1 changes dropped and i had no problems. Since the code does not use any API that has been changed the PR still seems to be fine. |

BufflistVerticalGrowthallows the player to change the buff/debuff vertical justification, enabling the buff/debuff lists to grow from bottom to top.Any suggestions or fixes will be highly appreciated. I don't have much C# experience.
