Maybe 1-2-4-8-16 sectors. Find the most common in sector. Than for next sectors. If most common in the sector already has been chosen, choose next one?

Maybe count how many pixels are for each color and remove few last colors or remove colors that are smaller then numberOfPixels/numberOfColors?
Make some interface to switch colors on and off from the pallete and show the percentage?
Maybe remove them and fill the gaps by the one color from the neighbors that is closer instead of finding next closest from the whole pallete?
