Clone Event should targeted original recipients if recipients is null/empty

The Clone Event forces the programmer to add in new recipients. If the recipients aren't provided, it doesn't send it to anyone except subscribers. Would be nice if the behavior was changed so that the initiator could decide whether to send to the original recipients; the original recipients plus new recipients; or only new recipients.

This would also require the getEvents to be updated to get the original targeted recipients and the properties: ?embed=properties,recipients&targeted=true'
