Add sleep-time config for Netty h2 echo server

Description:
Introduce sleep-time config for Netty h2 echo server properly with respect to streams. This task should be addressed with the idea of how streams should behave with the sleep-time config. The same approach used for h1 echo server [1] cannot be used here.
