Please provide proxy support for plugin helper

Please provide official proxy support for plugin installation like you do in the elasticsearch puppet module.

Please add proxy functionality to the plugin helper. It could use the same terminology like the elasticsearch module https://forge.puppet.com/elastic/elasticsearch

Thanks for the issue - for reference, Kibana does now support passing an HTTP proxy via environment variables as of about a year ago (elastic/kibana#12753), so we should be able to do this similarly to how the Elasticsearch module does it.
