Migrate the oneMKL GitHub repository to the UXL Foundation GitHub organisation.

Acceptance Criteria:
The repository lives in the UXL Foundation GitHub repository with CI for testing contributions

I discussed this with @rscohn2, he said he will be able to synchronize with the oneapi-src and uxlfoundation admin to do the migration. I think it makes sense to assign the task to him, thanks!

I can file the JIRA to trigger the move and check the CI afterwards. Someone else has to coordinate the actual move with project members and tell me when you are ready.

Since I'm not very familiar with the migration process, does it mean that this Jira will actually covers migration the project from github.com/oneapi-src to github.com/uxlfoundation, so what is left is to re-create project related GitHub teams and update internal links where it's required? BTW will we have some oneapi-src re-direction link as part of migration or it will no longer be valid?

edit: clarify difference between repo URLs and github pages URLs.

You will get automatic redirection for all URLs to the repo and the browser interface. Your remotes will continue to work.

There is no automatic redirection for github pages. Robert Dower can create redirections for specific URL's. There is no easy way to redirect every page to its new location. You can send email to Robert Dower with the desired redirections.

@rscohn2 do you have any WW in mind for the project migration? It would be good for us to plan other part at the same time as well.

@itopinsk I have suggested over email the deadline for the reviews of the 2 renaming PRs (#602 and #596) to be 29, November. Sorry if I have missed some point of contacts. The hope is that the migration can happen on ww49 and the 2 PRs be merged at the same time.
