ついでに，doxygen も入れておいてほしい．

SILS_SCI_UART_IF_TX とかが負数を返しそうな雰囲気あるけど，それとかをきちんとドキュメント化してもらえると．
（すくなくとも UART_ERR_CODE には対応してなさそう）
