Sync content based on tags, exclude content from syncing #25

Make it possible to say that only content with certain tags should be synced. Or all content, except the content with certain tags.

There should be a tab in the ui that looks like:

Sync content that have these tags: ...
Don't sync content that have these tags: ...

This filter will be applied to all resource types.
