[Feature Request] checklist at the top of the editor

Can we have the checklist that has to be completed in order to assign a class ( https://github.com/tosdr/tosdr.org/wiki/checklist) at the top of the editor?

Is it possible to have it automated?
If all the essential categories have a case assigned, the check box is activated.
