Track "not shortlisted" lines that indicate that a repo was present but consciously skipped. Seen in, for example, the output at https://lacnic-only.rpki.info/

rpki-client: skipping rsync://rpki-repo.registro.br/repo/nicbr_repo/0/ (not shortlisted)
