Moving the panel should maintain focus

I'm working on keyboard navigation right now, and changing the panel orientation from side to bottom (or vice versa) renders a new panel component which means that if the setting changes, you lose your scroll position and focus from the old panel. I think it should be possible to keep the panel component consistent and just use css for repositioning it.
