Replace all the hard coded (github) links to use the process.env variable

Many of the message templates in the msg-sender.ts file are using a hard coded link to this current repo. Since this repository will eventually be transferred to the recurse center, we should get the link from the ENV instead.

This is already being done for the HELP message type
