RALT keycode mismatched ?

RALT key assigned through VIA online application. I expected to act as a 3rd level access key in spanish/US international layout but it does not work as intended.

I tried to connect a regular working keyboard and compared the keycode given with xev. The regular keyboard keycode is 108 and the keyboard configured through VIA is 134.

Furthermore, located the xkbd code assigned to both keycodes and realised that 134 keycode is RWIN.

Assigning rwin to act as 3rd level though software solved the issue because it matches the keycode thrown by RALT but I cannot so easily do the same in my other windows box, as I cannot add or modify it.

VIA firmware protocol 9 as appears in VIA settings.
