Weechat seems to have an api for plugin updates. (This api is only for preserving data during an upgrade.
It should be simple enough to have a command to download a binary from Github Actions using either the GA api, or ours.

Note: /reload does not reload the actual plugin binary. /upgrade seems to be the correct way of doing that.
