Description
create a workaround solution for #83 to mitigate teragrep/pth_10#401

this should be done so that pth_06 includes at least UTC meaning -3 hours to archive fetch scope by default. make it configurable and remove after #83 is solved.

i think, this could be fixed rather in pth_10 by substracting 3 hours from the earliest timestamps in the xml generation. how do you see it?
