Requesting Blackhole post commit action to run same set of tests as post commit

Currently Blackhole post commit runs a subset of the entire post commit. This was done due to lack of BH machines. While we still need more BH machines on CI, it would be helpful to have the BH post commit action run the entire all tests in GS/WH post commit.

I recognize that this will cause more backlog on BH CI but I think it is more important to avoid these regressions as we try to bring up more ops and models.
