libsnmp-dev error #251

Clean install on fresh Ubuntu 20.04
Everything is default except mysql (I have selected v8)

Error detected, installation package libsnmp-dev failed

I've tried apt install libsnmp-dev and it says
udev Breaks: systemd ( < 249.11-0ubuntu3.6) systemd:i386
recommends systemd-hwe-hwdb
