Overview

The relayer tests in the pallet-eth2-light-client repo currently won't work in Substrate due to the chain not being reset across tests that don't use test_externalities context. If we want to get the rainbow-bridge tests working for the relayer we need to refactor them inside this environment and run a light-client relayer from within that.
